This Bitty POP! comes from Funko’s own “Funko Airways: Where Fun Takes Flight!” theme, a playful in-house line presented as an airline-style set. Proto is one of the characters included in this Funko franchise release. The source here is simply the brand’s original packaging theme rather than a specific film, game, or anime.
The figure is shown as a tiny Frankenstein-style character with a pale face and dark hair, posed standing upright in the standard Bitty Pop format.
