This is Snake Face from the 1983 He-Man & Masters of the Universe animated show, part of the broader Masters of the Universe franchise. In that series, he’s presented as a villain aligned with Skeletor’s side. The property is widely recognized as a major 1980s toy-and-cartoon phenomenon.
The figure shows him standing upright with a gray face framed by a green hood, red eyes, and a long red tongue hanging out over visible fangs. He’s holding a green staff topped with a spiked, gear-like head while a green snake coils around his arm and torso, and he wears teal boots with purple trunks over darker armor.
